Command structure in oil-spill response getting an overhaul
The moves are designed to give more autonomy to local officials, get decision-makers in the room with state and county responders and help cure the ills of miscommunication, errors of execution and masses of bureaucratic red tape that’s thus far marked the response to the nation’s biggest environmental disaster.
